the problem is two software: Step 7 V5.5 and Step 7 Basic V13.
I try onwin XP and Win 7 same problem
No valid licence key found

transfer the licence from the USB to a local drive and then it works.
Licence on USB Drive can't be used!

I assume that you have an original Siemens USB Stick with Licenses.
There are two possibilities: The stick/licenses are defect or somone before you used the licenses
